It's a dynamic crosshair, featuring a pink dot surround by four dynamic lines.
These lines expand and duplicate as you move to show how accurate the player currently is.
Alter cl_crosshairthickness for desired dot size.
In the picture I had a smaller monitor so the cl_crosshairthickness is set to 1.
On my 24" monitor I have the thickness set to 1.
Copy and paste the following command into your in-game console:
EDIT: Some people may have to break the code into two sections for it to work, your console may not allow this much code on a single entry.
crosshair 1; cl_crosshairstyle 2; cl_crosshairusealpha 1; cl_crosshairdot 1; cl_crosshair_drawoutline 1; cl_crosshair_outlinethickness 1; cl_crosshaircolor 5; cl_crosshaircolor_b 255; cl_crosshaircolor_g 0; cl_crosshaircolor_r 255; cl_crosshairalpha 255; cl_crosshairthickness 1.
4; cl_crosshairscale 0; cl_crosshairsize 0; cl_crosshairgap 6
Another variation of the crosshair to have it static when you're moving, and dynamic when you shoot use these after copy pasting the above -
